Ground Broken for 790-MW Supercritical Coal-Fired Station
September 10, 2003 - MidAmerican Energy Company broke ground for a new coal-fired plant at the existing Council Bluffs Energy Center. The station will incorporate "advanced supercritical" technology. Sargent & Lundy is the design engineer for the project. Project Details
Southern Illinois Power Cooperative's Marion Station FBC Project Recognized
August 28, 2003 - The Marion Station repowering and emissions reduction project was recognized by Power magazine. The August issue article featured the extensive repowering and upgrades undertaken by SIPC. The multi-faceted project included repowering three 33-MW cyclone-fired units with a 120-MW circulating fluidized-bed (CFB) unit burning low-cost mine waste, adding selective catalytic reduction (SCR) to Unit 4, and adding 140 MW of combustion turbine capacity in 2003 along with preparing for another 70 MW of capacity in 2007. SIPC retained Sargent & Lundy to work closely with them in assessing the alternatives for meeting their anticipated load growth and enhancing environmental compliance and then engineering and implementing the changes.
Sargent & Lundy Coal-fired Power Plant Experts to Offer Recommendations at Coal-Gen 2003
July 1, 2003 - Sargent & Lundy coal-fired power plant experts will be participating in the Coal-Gen 2003 conference August 6-8 in Columbus, Ohio. The presentations will offer attendees insight into the potential impact of pending environmental control legislation and share sound advice on developing effective compliance strategies and implementing plant retrofits. In addition, Robert P. Presnak will chair the session on Technologies for Enhanced Environmental Control, and William DePriest will serve on the panel of industry experts for the Multi-Pollutant Discussion Group session. The presentations:
- "Lessons Learned from SCR Reactor Retrofit." Theodore B. Kurtides will discuss the various technical design issues that should be reviewed in order enhance system design and performance and reduce overall installed cost, based on the numerous retrofits engineered by Sargent & Lundy.
- "State-of-the-Art FGD Technology." Willard L. Boward and Rajendra Gaikwad will examine the cost history of wet FGD systems and then focus on new developments in the application of wet FGD systems and the resulting potential reduction in capital and operating costs. The authors will also share their insight on other f actors that enhance the specification, purchase, cost-effective erection, and operation of successful FGD installations.
- "Proposed Regulations to Establish Requirements for Cooling Water Intake Structures at Phase II Existing Facilities." Daniel L. Marmer and Kenneth J. Snell will provide a detailed summary of the proposed 316(b) regulations for existing power plants with once-through cooling systems, including the refinements suggested in the March 19, 2003 NODA. The discussion will also offer recommendations on how plant owners can use the time between now and regulation implementation to optimize compliance.
- "New Source Review, Multi-Pollutant Legislation, and Mercury Requirements for Power Plants." Timothy P. Krause and Paul S. Farber will examine in detail the air pollution control programs, currently in various stages of development, that may have significant impacts on coal-fired power plants. Differences and similarities between the competing multi-pollutant bills and other programs will be discussed. They will also examine the timing of potential compliance strategies and assess the complexities of compliance strategy planning that needs to take into account the diverse potential future requirements.

New Source Review Paper Presented at ATWS Conference
June 23, 2003 - "New Source Review Changes, Multi-Pollutant Legislation, and Regulatory Initiatives Affecting Power Plants" was presented by Sargent & Lundy at the 96th Annual Conference & Exhibition of the Air & Wastes Management Association in San Diego. Power plant environmental control experts Paul S. Farber, Timothy P. Krause, and Kenneth J. Snell developed this timely analysis of pending legislative alternatives. AMP-Ohio Contracts with Sargent & Lundy To Study Base-Load Power Plant Feasibility
May 22, 2003 - American Municipal Power-Ohio (AMP-Ohio) today announced plans to move forward on a study to determine the feasibility of a new base-load power plant to help meet the long-term power needs of its member communities. AMP-Ohio has executed a contract with the Chicago-based consulting firm of Sargent & Lundy LLC, who will perform the study. News Release
Jacksonville Electric Authority Selects Sargent & Lundy for Transmission and Substation Work
March 12, 2003 - The Jacksonville Electric Authority (JEA), Jacksonville, FL, has selected Sargent & Lundy to perform engineering for the Brandy Branch-Normandy 230-kV Transmission Line and modifications of the Brandy Branch and Normandy Substations. This double-circuit transmission line, which is approximately eight miles long, will be constructed on prestressed concrete poles. New 230-kV circuit breakers will be added at each of the substations, along with associated modifications to the protection and control systems for the new line terminations.
PacifiCorp Awards Wasatch Front Quantum Leap Projects
March 3, 2003 - PacifiCorp has awarded the Wasatch Front Quantum Leap Projects for improving the capacity and reliability of its T&D system to the Kenny Alliance. The alliance is headed by Kenny Construction Company (Kenny) of Wheeling, IL, and includes Sargent & Lundy LLC, Chicago, IL; Sturgeon Electric Company of Salt Lake City, UT; and Electrical Consultants, Inc.
