Project support areas

Project Management

When Sargent & Lundy implements a project we take full project ownership, accountability, and responsibility for the development and execution of project tasks within the proposed scope. We utilize effective project management techniques, standardized communications, and experienced project management, engineering, and design personnel. Our teams focus on providing practical solutions, cost containment, schedule adherence, and quality deliverables.

Project Work Plans
One of the key programmatic controls we use is the Project Work Plan (PWP). Developed for all major projects, a PWP communicates precisely what work is to be done, the agreed upon approach to the work, team-wide responsibilities, and the schedule for completion. PWPs are dynamic documents that remain updated and accessible to all project team members for the life of the project.

Procurement

Our procurement capabilities include worldwide procurement sourcing using an approved bidders' list as agreed upon by the owner. Worldwide sourcing facilitates procurement of the lowest competitive price while meeting the client's quality, performance, and scheduling requirements.

Upon project award, we assign a procurement manager, who is responsible for coordinating all procurement activities and serving as liaison between Sargent & Lundy and the owner.

Specification engineers and project team engineers prepare technical specifications that are then processed by our procurement personnel who determine and incorporate the appropriate commercial terms and legal requirements applicable to the scope of supply.

Our equipment procurement specialists have demonstrated expertise in:

  • Commercial terms and conditions
  • Specification preparation
  • Engineering
  • Contract negotiations
  • Contract administration

Construction Management and Startup

Sargent & Lundy takes a proactive approach to the management and coordination of a project's construction and startup. This effort includes, but is not limited to, expediting design completion and submittals of vendors, contractors, and other parties to avoid potential project delays.

Contractor oversight
Contractors are required to meet the schedule and, if necessary, are required to submit recovery plans on how to remain on schedule. We monitor quantities installed and, hence, progress, to verify schedule progress. Contractors are also informed in pre-award and kickoff meetings that only complete conformance to design and contract specifications are acceptable. Our staff thoroughly examines each contractor's work from the onset using established checkpoints and random inspections to ensure that the contractor is providing quality work.

Continuous, integrated approach
We believe in a continuous, integrated approach among startup, engineering, construction, and client personnel throughout the project. In the design phase, startup input is provided to engineering, while later in the project, input from the engineer is required for acceptance criteria and problem resolution during startup.

Startup program
Sargent & Lundy's Startup program defines organization responsibilities, testing philosophy, and administrative procedures and controls for startup and initial operation. Preparation of the plant system startup sequence by our Startup Manager defines the logic required for startup, which we use in refining the construction schedule and project schedule.
